ImageJ is a freeware image editor app filed under graphics editors and made available by Wayne Rasband for Windows.

A powerful and fast java-based image editor which is extendable:
ImageJ is an accessible and user friendly Java-based image processing application. It can display, edit, analyze, process, save and print 8-bit, 16-bit and 32-bit images. It can read many image formats including TIFF, GIF, JPEG, BMP, DICOM, FITS and "raw".
The application supports "stacks", a series of images that share a single window. It is multithreaded, so time-consuming operations such as image file reading can be performed in parallel with other operations.ImageJ features and highlights:
ImageJ is licensed as Freeware for Windows (32-bit and 64-bit) operating system / platform from graphics editors without restrictions. ImageJ 1.50i is available to all software users as a free download (Freeware).
Compatibility with this image editor software may vary, but will generally run fine under Microsoft Windows 10, 8, 8.1, 7, Vista and XP on either a 32-bit or 64-bit setup. A separate x64 version may be available from Wayne Rasband.
